Themes

The themes proposed for the regional Mediterranean process are in line with the priorities of the 10th World Water Forum in Bali and with the thematic process :

MEDITERRANEAN PRIORITIES THEMES OF THE 10TH WORLD WATER FORUM

SESSION 1: WEFE NEXUS 'WATER/ENERGY/FOOD/ENVIRONMENT

Achieving sustainable development goals and ecological transition policies requires a holistic and integrated approach, as interactions between different sectors are becoming increasingly intense. This is why WEFE (Water-Energy-Food-Environment) Nexus analysis is an essential tool for developing sustainable and effective solutions to global challenges. The objectives of the session on the WEFE Nexus will be to highlight the need to adopt the NEXUS in water resources management, both in terms of governance and in terms of finding appropriate funding and improving knowledge, and to present specific solutions that could be brought to the Bali World Water Forum as examples of how difficulties in implementing the WEFE Nexus could be overcome and adopted in practical ways to archive the Sustainable Development Goals.

SESSION 2: WATER MIX AND A NEW VISION OF DEMAND FOR 2050

This session aims to highlight the need for the traditional concept of integrated water resource management to evolve in the light of new challenges, by underlining the obvious need for integrated management supported by prior integrated planning, and by reinforcing the very concept of integration, which affects both the nature of the resources to be taken into account, conventional and non-conventional (REUSE and desalination), surface or underground, and the other sectoral policies linked to water (agriculture, industry, food, energy, preservation of the aquatic environment, health, socio-economic model, ... ) with better inter-administrative coordination and active participation of all parties and stakeholders concerned. Emphasis should be placed on the need for quality data on available resources and sectoral available resources and sectoral uses, in line with the objectives of shared sobriety over different climate change scenarios.

SESSION 3: DROUGHT AND FLOOD PREVENTION AND MANAGEMENT

Given the specific situation of the Mediterranean region, this will particularly concern the droughts and flash floods. This session will focus on the analysis of experiences developed around the Mediterranean, which are both innovative and operational, with guidelines applicable on a large scale in the field of adaptation to extreme phenomena linked to climate change. in the field of adaptation to extreme phenomena linked to climate change.

The initiatives highlighted will mainly concern solutions for dealing with extreme events such as violent floods or prolonged droughts (warning systems, planning, etc.), changes in practices, nature-based solutions, etc.). The following themes will be explored in greater depth methodology for adapting to climate change in the water sector, adaptation to drought and Drought and flash floods (data, information systems, tools, etc.).

SESSION 4: REGULATION, RIGHT TO WATER AND WATER RIGHTS, CONFLICT PREVENTION/RESOLUTION

In view of the increasing pressure on water resources, conflicts over the allocation of water resources the distribution of water resources, degraded water quality, the damage caused by polluters to individuals caused by polluters to individuals, the community or the environment, the effects of or the environment, the effects of droughts or floods, procedures for applying laws and regulations and regulations, and pricing. To avoid water use conflicts, certain prerequisites must be met, including legislation that responsibilities and duties, strategies that define the rules for planning and managing water resources strategies that define the rules for planning and managing water resources an easily accessible information system, the use of a participatory approach among all stakeholders, and at all levels of water resource management, since a participatory approach the acceptability of solutions to avoid conflict.

SESSION 5: NEW SOURCES OF FINANCING FOR WATER, PERFORMANCE MONITORING AND MIXED FINANCING

Water financing is based on three categories of resources (pricing, taxation, transfer) which are inextricably linked. are inextricably linked. Consideration must be given to improving the pricing of water, sanitation and water, sanitation and irrigation services, as well as on social benefits, which are the very basis of the virtuous circle of performance  trust  finance, in particular to ensure the proper management over the medium and long term. Water security generates positive externalities in economic, environmental and social terms. environmental and social levels. Blended financing, as a structuring approach to mobilizing new capital has now amply demonstrated its potential. The combination of "water risk" and "financial risk", particularly for multinational companies in particular, can give rise to hitherto overlooked mixed-finance solutions, as well as to the need for the need to adapt pricing policies.

SESSION 6: DIGITALIZATION AND NEW SOLUTIONS FOR RATIONAL RESOURCE USE RESOURCE EFFICIENCY

The management of conventional and non-conventional water resources, is a vital issue for mankind and the environment, but above all it is particularly complex to tackle. Sustainable management is made more complex by population growth, rapid urbanization, and the impacts of climate change and pollution. To meet these challenges, it is clear that innovative solutions such as digitization, AI, new technological solutions new technological solutions and the contribution of human and behavioral sciences will play an essential The digitization of solutions is increasingly present, and we can distinguish five main areas of development (i) data collection and monitoring, (ii) smart distribution networks, (iii) decision support for water decision support for agriculture, (iv), (v) water demand management and (vi) wastewater treatment. wastewater treatment
